Do you have to be a resident of the states or canada to enter or can you enter if your outside these countries?

CherFaninOhio, it says in the rules you can only register once and any duplicate entries will be deleted. Sorry!
 It also is for one of them only. I would
love to all of them live too even though I've seen Cher's once already. I would be happy to see it again!

how is this different than what some people may already be doing? Some people may already be staying at Caesars Palace and got tickets to see Cher, Bette or
Elton. Where is the original source of this. All I am is seeing it that it came from Perez Hilton and you know how trashy his tablids are.

cost of a pair of tickets and hotel rooms.
